Libya: UN condemns latest mass killings in Tripoli

The United Nations Support Mission in Libya (UNSMIL) issued a strong condemnation on Sunday regarding the mass killing of 10 individuals in the Abu Salim neighborhood of Tripoli. According to reports, some of the victims were affiliated with the state-funded Stability Support Apparatus.

The incident occurred when unknown gunmen stormed a house near the Abu Shaala Mosque in Abu Salim neighborhood on Saturday, opening fire and resulting in the deaths of at least ten people. Two of the victims, Mohamed Fathi Shanish and Musab Al-Mukhtar Al-Dabaa, were identified as members of the Stability Support Apparatus, which is affiliated with the Presidential Council.

Khalil Wahiba, the Head of Security in Tripoli, stated in a press briefing on Sunday that the Public Prosecution is currently investigating the incident. As of now, no suspects have been identified in connection to the mass killing.

UNSMIL highlighted concerns raised by UN Envoy to Libya, Abdoulaye Bathily, about the “serious risks posed by rivalries between security actors that continue to threaten the fragile security in Tripoli.” In response to the incident, UNSMIL called on relevant Libyan authorities to ensure an independent, prompt, and thorough investigation while also preventing any actions that could lead to further violence and escalation.

The Stability Support Apparatus was established by the Government of National Unity in January 2021 and is commanded by Abdel Ghani al-Kikli, also known as “Gheniwa,” one of the most powerful militia leaders in Tripoli. However, al-Kikli’s appointment has been met with criticism, as he has a well-documented history of involvement in crimes under international law and other serious human rights violations committed by militias under his command, as reported by Amnesty International.

The incident in Abu Salim serves as a stark reminder of the ongoing security challenges faced by Libya, particularly in the capital city of Tripoli. The fragile security situation warrants immediate and robust action to address the root causes of violence and to hold those responsible for such atrocities accountable. It also underscores the importance of bolstering efforts to establish law and order, protect human rights, and promote stability in Libya.

The international community, including the United Nations, continues to urge Libyan authorities to prioritize the protection of civilians and the adherence to the rule of law while demonstrating a commitment to preventing further violence and instability. Ensuring accountability for perpetrators of violence and human rights abuses is crucial in building a sustainable and peaceful future for Libya.
