Libya: ASCA launches 2nd phase of the Libyan Audit Bureau’s personnel capacity building project

Talal Abu-Ghazaleh, the chairman of the Arab Society for Certified Accountants (ASCA-Jordan), recently launched the second phase of a project in collaboration with the International Organization of Supreme Audit Institutions (INTOSAI) aimed at improving the skills of Libyan Audit Bureau (LAB) personnel. This project is being funded by the United States Agency for International Development (USAID).

The launch ceremony for this phase was held in the presence of Mr. Nael Chparro, the director of the USAID’s Libyan Public Financial Management (LPFM). The event was also attended by representatives from the project team, including Mr. Adel Al-Qassar, Mr. Tariq Al-Aidoudi, and Mr. Muhammad Al-Maghribi.

During the ceremony, the first group of ‘Certified Performance Auditors’ graduated, marking the completion of the project’s first phase. The primary focus of the training in the first phase was to enhance the skills of LAB cadres in accordance with INTOSAI standards. The training covered three key areas of auditing: financial, compliance, and performance auditing.

Dr. Abu-Ghazaleh expressed his gratitude to the LAB for choosing ASCA as the implementing entity for the project. He highlighted the importance of enhancing the professional skills of LAB employees and noted that this project represents a significant milestone in the Bureau’s efforts to improve the capabilities of Libyan auditors, ultimately benefiting the Libyan people.

In a recorded speech, LAB President Mr. Khalid Shakshak emphasized LAB’s ongoing commitment to developing the skills of its professionals. He highlighted the project’s objective of enhancing the technical and professional capabilities of the workforce to achieve a higher level of control methodologies. Mr. Shakshak also expressed full confidence in ASCA’s ability to deliver on this project.

Mr. Nael Chparro also spoke at the ceremony, highlighting the collaborative relationship among LAB, ASCA, and USAID over the two years of implementing the project. He emphasized the commitment to a participatory and integrated approach to support the LAB’s efforts in safeguarding Libyan public funds.

Overall, the project aims to not only improve the skills of LAB personnel but also contribute to the protection of the interests of the Libyan people. By adhering to INTOSAI standards and receiving support from organizations like ASCA and USAID, the LAB is working towards enhancing the professional capabilities of its workforce and ensuring effective oversight of public funds.
