In recent times, intercommunal conflict between the Pakam and Luanyjang communities in South Sudan has escalated, leading to a range of violent activities such as killings, abductions, cattle raids, and displacement. The conflict has particularly affected the areas of Rumbek North in Lakes state and Tonj East in Warrap state. To address the growing need for civilian security and protection in these conflict-prone areas, the United Nations Mission in South Sudan (UNMISS) has established a temporary base in Maper, a strategic location in Lakes state.

The decision to set up this temporary base was made in response to the increasing violence and tensions between the two communities. Lieutenant-General Mohan Subramanian, the Force Commander of UNMISS, visited the site to assess the situation and engage with local authorities, South Sudanese uniformed personnel, and Nepalese peacekeepers stationed at the base. The primary objective of the base is to facilitate regular patrols and engage with communities to deter violence and create a safe environment for civilians.

The establishment of the Maper temporary base is seen as a crucial step towards enhancing civilian protection and promoting peacebuilding efforts in the region. By having a presence in the area, UNMISS aims to not only protect civilians caught in the crossfire but also create conditions for the safe delivery of humanitarian aid. The Force Commander emphasized the importance of addressing the root causes of conflict between neighboring states, especially as South Sudan approaches elections.

Local authorities, including the County Commissioner of Rumbek North, Samuel Mabor Deng, have expressed optimism about the impact of the temporary base on peacebuilding initiatives. Major Kumar Gurung, the Commanding Officer of the UNMISS base, highlighted the support received from local communities and the efforts made to extend patrols to various administrative divisions in the region. Despite challenges posed by difficult terrain and road conditions, the peacekeepers remain committed to protecting all residents to the best of their ability.

The Maper temporary operating base was established in response to a request from the Government of South Sudan and became operational on 15 March 2024. This initiative represents a collaborative effort between UNMISS and local authorities to promote peace and stability in conflict-affected areas. By working together and building synergies with Blue Helmets, the hope is to create a safer environment for all residents and facilitate peace activities in the region.
