Liberia: LERC launches regulatory database management system

The Government of Liberia, through the Liberia Electricity Regulatory Commission (LERC), has introduced a new app called the Regulatory Database Management System (RDBMS) to improve efficiency in the power sector. This system is designed to ensure reliability, accuracy, and integrity in quality-of-service monitoring as part of the strategies to meet regulatory objectives.

The launch took place on Wednesday, 27th March 2024, at the Ellen Johnson Sirleaf Ministerial Complex in Oldest Congo Town, with the aim of enhancing and strengthening the country’s electricity sector. Dr. Lawrence D. Sekajipo, the Chair of the LERC Board, explained that the LERC was established under the 2015 Electricity Law of Liberia as an autonomous regulator of the electricity supply industry. The commission’s responsibilities include overseeing electricity services, licensing operators, approving tariffs, and ensuring compliance with technical codes.

Dr. Sekajipo highlighted that the RDBMS will play a crucial role in ensuring the reliability, accuracy, and integrity of the commission’s work. He expressed gratitude to the African Development Bank (AfDB) for their technical support in developing the regulatory database management system. Dr. Sekajipo also appealed to AfDB to continue supporting the commission in assessing their licenses.

AfDB Country Manager, Mr. Benedict Kanu, emphasized that the launch of the RDBMS would benefit various stakeholders in the electricity value chain and empower consumers. He commended the LERC for their innovative approach in implementing this critical initiative, especially in light of the global shift towards smart technologies in the power sector. The project, funded by AfDB’s special initiative budget, is estimated to cost US$300,000.

Mr. Kanu explained that the RDBMS is designed to enhance the LERC’s capabilities in monitoring, collecting, analyzing, and sharing regulatory data and information within the power sector more efficiently. By implementing this system, LERC will be better equipped to handle consumer complaints, facilitate dispute resolution, and promote increased stakeholder engagement and participation in the regulatory decision-making process.

Mines and Energy Minister, Mr. Wilmot Paye, underscored the importance of focusing on the energy sector to improve and strengthen the LERC. He emphasized the need for efficiency in the sector, stating that the president has prioritized energy sector improvements. LEC CEO, Monie Captan, expressed confidence in the commission’s ability to deliver positive results given their competence.

In conclusion, the introduction of the Regulatory Database Management System signifies a significant step towards enhancing efficiency and transparency in Liberia’s electricity sector. With the support of AfDB and the dedication of the LERC, the country is poised to address challenges and improve the quality of service in the power industry, ultimately benefitting consumers and stakeholders alike.
