The 2024 draft national budget is President Boakai’s first fiscal instrument after the Legislature returned the previous version of the document left by his predecessor to allow the new regime to align the budget with its national development plans. Liberia’s 55th Legislature is set to begin a public hearing on the 2024 draft National Budget on April 17, 2024.

The Joint Committee on Ways, Means, and Finance will kick off the public hearing in the Capitol Building’s joint chambers. This public hearing will be overseen by the joint committee, led by Rep. Dixon W. Seboe and co-chaired by Sen. Prince Moye.

Scheduled to start at 9:00 a.m., various ministries, corporations, and government agencies will appear to defend their budgetary allotments. President Joseph Nyumah Boakai’s administration is presenting this fiscal instrument as a result of the Legislature’s decision to return the previous version of the budget left by the previous president, Mr. George Manneh Weah, in order to align it with the new administration’s national development plans.

The public hearing will cover the Expenditure Hearing following a week-long Revenue Component that took place behind closed doors. The Ministry of Finance Development Planning (MFDP) will be the first to defend its budget from 9:00 am to 10:00 am, followed by the Liberia Revenue Authority (LRA) from 10:00 am to 11:00 am.

Subsequent appearances include the Ministry of Public Works from 11:00 am to 12:00 pm, followed by Health, John F. Kennedy (JFK) Medical Center, the National Public Health Institute (NPHIL), and the Jackson F. Doe Hospital in the afternoon session. Other government institutions like the Ministry of Education, University of Liberia, and William V.S. Tubman University are expected to face the Legislature in the coming days.

On Friday, April 19, 2024, additional government entities such as the Ministry of Transport, Ministry of Justice, Liberia National Police, Liberia Immigration Service (LIS), Liberia National Fire Service, and the Ministry of National Defense will be defending their budgets.

Further public hearings are scheduled for Monday, April 22, 2024, involving the Liberia Electricity Corporation (LEC), Commerce, Gender, the General Services Agency (GSA), the National Elections Commission (NEC), and the Liberia Anti-Corruption Commission (LACC).

The Committee has requested all Ministries, Agencies, and Corporations to submit their Budget Performance Report for Calendar Year 2023 and their FY 2024 Draft Budget. The public hearings are expected to provide transparency and accountability in the allocation of funds for national development in Liberia.
