The senior management team at NASSCORP resisted Cllr. Kanneh’s appointment, citing the existing tenure of the current Director General, Mr. Dewitt vonBalmoos. Despite President Boakai’s appointment, Cllr. Kanneh was met with resistance as Mr. vonBalmoos was still serving in his position for three more years, although he was reportedly out of Liberia due to medical issues.

During the meeting between Cllr. Kanneh and the NASSCORP senior management team, tensions arose as conflicting information was presented to the nominee. The head of the management team informed Cllr. Kanneh that Mr. vonBalmoos had asserted his authority as the Director General and had not received any official communication from the Executive Mansion regarding the appointment. She advised Cllr. Kanneh to seek clarification from the Executive Mansion to proceed further, indicating a lack of consensus within the organization regarding the leadership transition.

In response, Cllr. Kanneh chose not to engage further and withdrew his letter of appointment, signaling a deadlock in the decision-making process. This incident underscored the complexities of transitioning leadership within governmental organizations and the challenges of aligning different interpretations of authority and protocol.
