The governments of Lesotho and the United States (US) have come together to launch the Entry Into Force (EIF) arrangement of the MCC Compact II, unlocking the USD$322 million (M6.7 billion) Lesotho health and horticulture compact signed in 2022. This marks a significant milestone in the partnership between the two countries.

The successful launch follows the Lesotho government’s passing of three crucial pieces of legislation required for the project’s implementation. These legislative acts include the Labour Code Amendment Act 2024, Administration of Estates and Inheritance Act 2024, and Occupational Safety and Health Act 2024. Prime Minister Sam Matekane emphasized the importance of these laws in protecting the rights of workers, women, and children in Lesotho.

With the project now officially underway, a one-on-one interview between Lesotho Times journalist, Mathatisi Sebusi, and MCC Deputy Chief Executive Officer, Chidi Blyden, sheds light on the progress and plans for the compact. Blyden commended the Lesotho government for fulfilling all necessary requirements for the compact to start implementation. The passing of key legislation paved the way for the project to begin, showcasing Lesotho’s commitment to democratic governance principles.

Regarding the disbursement of funds, Blyden explained that all compact funds are now available for distribution. MCA-Lesotho II will oversee the process of allocating and disbursing funds, ensuring compliance with MCC’s guidelines and regulations. The involvement of Fiscal and Procurement Agents will further enhance transparency and accountability in fund management.

The compact comprises four essential projects, each designed to address specific challenges and promote sustainable development in Lesotho. These projects include Health Systems Strengthening, Market Driven Irrigated Horticulture, Business Environment and Technical Assistance, and the American Catalyst Facility for Development. Each project aims to enhance key sectors of the economy and improve the quality of life for Basotho citizens.

One of the critical aspects of the compact is its focus on inclusive economic growth. By ensuring that development benefits are fairly distributed among all segments of society, the compact aims to address structural inequalities and empower marginalized groups. The passing of essential laws before the project’s implementation underscores the importance of inclusive growth in Lesotho’s development agenda.

Moreover, climate change considerations are integrated into the Market Driven Irrigated Horticulture Project, given Lesotho’s vulnerability to environmental challenges. The project includes measures to promote sustainable water use, address land degradation, and enhance food security in the face of changing climatic conditions. By addressing these issues, the compact aims to build resilience and sustainability in Lesotho’s agricultural sector.
