Gentiny Ngobila Mbaka, the governor of Kinshasa, attended the presentation of 350 urban bandits commonly known as Kuluna by the Kinshasa City Police on Monday, April 15, 2024. The ceremony took place at the Provincial Police Headquarters in the Gombe commune of Kinshasa, in the presence of the Provincial Commissioner of the Congolese National Police/Kinshasa City, General Blaise Kilimbalimba Kasongo, and other officers of the Congolese National Police.

Speaking at the event, the urban authority expressed outrage at the persistence of this situation in the capital Kinshasa, before commending the police for their continued efforts and encouraging them to relentlessly carry out this operation to allow the residents of Kinshasa to live and move around in peace.

“It is necessary for the police to intensify these efforts to deter this phenomenon because as we progress, there will be more Kuluna in Kinshasa due to the overpopulation of the capital,” emphasized the Governor of Kinshasa.

Furthermore, he announced that the young delinquents known as “Kuluna” will be taken in on Tuesday to be rehabilitated and trained in national interest projects. This is to facilitate their integration into society. According to the governor, these young Kuluna will also learn skills such as carpentry and farming.

Additionally, Governor Gentiny Ngobila called on the people of Kinshasa to collaborate with the police to facilitate the operation to hunt down these urban bandits in order to render them harmless. “It is a great pride for our police in collaboration with the population. We continue to urge the police to keep hunting down these outlaws, keep the pressure on them, and not give up,” he said.

He thanked the Commander of the National Service who helps the police in the reintegration of these Kuluna into society.

Because “security is everyone’s business.” This operation to hunt down urban bandits will extend throughout the entire capital.
