The National Assembly Committee on Implementation has taken the proactive step to investigate the irregular spending of billions during the pandemic in 2020. Led by Budalangi MP Raphael Wanjala, the committee directed Harry Kimutai, the Principal Secretary of Medical Services, to form a multi-agency team to delve into the irregular expenditure of Ksh7.8 billion by the Kenya Medical Supplies Authority (KEMSA).
During a meeting with various stakeholders, the MPs expressed their concern over the lack of accountability and transparency in the spending of public funds. They highlighted the urgency of resolving this issue and holding those responsible for the irregularities accountable. Despite Kimutai’s explanation that he was not in office at the time of the irregular spending, the committee stressed the importance of addressing the matter promptly and efficiently.
“We cannot continue taking blame because of the inefficiencies of public officers. We’re giving you two weeks to constitute the team, and to avail the report of that team before this Committee,” Wanjala emphasized. The committee expressed disappointment in the lack of progress in addressing the issue over the past four years and warned Kimutai of potential consequences for non-cooperation.
In response, Kimutai assured the committee that he had already taken steps to address the matter, including reaching out to relevant agencies to appoint nominees for the multi-agency team. Additionally, Twalib Mbarak, the CEO of the Ethics and Anti-Corruption Commission (EACC), informed the committee that the commission had initiated investigations into the irregular procurement and payments by KEMSA.
Mbarak highlighted the challenges faced by the EACC in the investigation, particularly due to delays by the Director of Public Prosecution (DPP) in making decisions on the matter. The committee expressed concern over the slow progress of the investigations and resolved to invite the DPP to clarify the situation and expedite the process.
