During these two days, participants have focused on monitoring the military cooperation activities planned in this year’s action plan, launching the programming of the 2025 action plan, and monitoring the actions of university bodies associated with the initiative, such as the “5 5 Defense” College and the Euro-Maghreb Center for Research and Strategic Studies (CEMRES), the Spanish Ministry of Defense said. Speaking at the opening of the meeting, Spanish Defense Minister Margarita Robles emphasized the importance of taking into account “other more cross-cutting factors, such as the role of women or the effects of climate change” when developing the 2025 action plan. In this regard, Ms. Robles highlighted in a video speech, “the particular value of training and research activities, which we must promote by supporting the work of CEMRES and the ‘5 5 Defense’ College, both of which are reputable institutions in their own right.” Established in 2004, the “5 5 Defense Initiative” is a forum for multilateral cooperation between the two shores of the western Mediterranean. It provides a preferred framework for mutual understanding and exchanges on relevant themes related to maritime security, air safety, the contribution of armed forces to the management of major disasters, and academic research and training.
