http://Actuguinee.org / The dissolution of the Communal Councils decided by decree of the transition president Mamadi Doumbouya irritates the Guinea’s Leading Forces (FVG) composed of the main Political Parties (UFDG, RPG, UFR, etc) and Guinean civil society organizations (FNDC, FFSG)

This sociopolitical bloc argues that this decision of the CNRD reflects its desire to replace citizens to directly administer the communities “in violation of the revised Code of Local Authorities and the Decentralization policy of our country”

“The Local Authorities Code indeed provides in its article 100 that the Communal Council can only be dissolved under article 80 of the same law. However, this article 80 is clear: ‘The council of a local authority whose at least one third of the members have been found guilty by the Court of First Instance of committing crimes or offenses can be dissolved upon proposal of the Minister in charge of local authorities. The dissolution is pronounced by the decree of the President of the Republic…,” specifies the Guinea’s Leading Forces in a statement

For these coalitions, this decision of the transition president, which comes after appointing the Chiefs of quarters and districts by the Regional governors, “actually betrays the junta’s desire to exercise total control over the communities in order to use them to establish an unshared power over the country”, they denounce

Furthermore, these sociopolitical actors remind and warn the CNRD:

“The Guinea’s Leading Forces wish to remind that the non-organization of communal elections, two and a half years after the Army took power, is the exclusive responsibility of the junta that systematically refuses to create the conditions for election organization. They warn the junta about the risk that this recurrent violation of its commitments, the Transition Charter, and the rights and freedoms of citizens pose on the peace and stability of our country,” the Guinea’s Leading Forces have stated

Finally, these sociopolitical coalitions
urge all citizens “to mobilize to combat with the greatest firmness the creeping dictatorship that is systematically confiscating our rights and freedoms and questioning the democratic achievements of our people”
