The government unveiled a bold initiative this Monday: the implementation of the “Moroccan Offer” to boost the green hydrogen sector towards new horizons.
In a revolutionary announcement, the government takes a new step towards a sustainable energy future by finally unveiling the “Moroccan Offer” in the field of green hydrogen. Issued by the Head of Government this Monday, this plan marks a major turning point in the realization of the Royal High Directives, given during historic sessions chaired by HM King Mohammed VI in November 2022 and July 2023.
This circular for the implementation of the “Moroccan Offer” represents an operational and incentive offer, covering the entire value chain of green hydrogen. Designed to meet the needs of investors, it aims to position Morocco as a competitive player in this high-potential sector, according to the department of Aziz Akhannouch.
This initiative is part of His Majesty the King’s enlightened vision, allowing Morocco to play a leading role on the continental and international level in the field of renewable energies. The country thus capitalizes on its natural resources, its strategic location, its cutting-edge infrastructure, and its qualified human capital to shape the future of global energy transition.
The circular details the key steps in the implementation of the “Moroccan Offer,” the means implemented by the State to ensure the success of this operation, as well as the roles of the various stakeholders. It is based on a holistic, pragmatic, and transparent approach, providing a clear vision to investors through six key parts: the scope of the Moroccan Offer, the land mobilized for the implementation of the Moroccan Offer, the infrastructure necessary for the development of the green hydrogen sector, the incentive measures of the Moroccan Offer, the process of selecting investors and contracting with the State, and the governance of the green hydrogen sector.
Given the key role that land plays in the development of the green hydrogen sector, the State has identified important public real estate assets covering nearly one million hectares. During the first phase, 300,000 hectares will be made available to investors, divided into plots of 10,000 to 30,000 hectares, depending on the size of the projects envisaged, the State ensuring in the contractual framework the preservation and assurance of the adequate use of public real estate assets, according to the same source.

Morocco, a strategic supplier of green hydrogen to Europe:
Morocco positions itself as a major supplier of hydrogen to Europe due to several key factors. Firstly, the country benefits from abundant solar and wind resources, especially in southern regions, giving it a competitive advantage in terms of green hydrogen production. By harnessing these renewable resources, Morocco can produce hydrogen in a profitable and environmentally friendly manner.
Morocco and Europe united for a green future:
Cooperation between Morocco and Europe has led to the European Union’s approval of financial assistance of 50 million euros to the Kingdom for carbon emission reduction. In parallel, Rabat has proposed the construction of a vast network of hydrogen pipelines, spanning 5600 kilometers and connecting 11 West African countries. This initiative is also part of the Morocco-Nigeria gas pipeline project, estimated to cost around 25 billion dollars.
