President Nana Addo Dankwa Akufo-Addo has appointed Dr. Dacosta Aboagye, the Director of Health Promotion at the Ghana Health Service, as the new Chief Executive of the National Health Insurance Authority (NHIA). This appointment is in line with Section 14 (1) of the National Health Insurance Act, 2012 (Act 852) as stated in a letter from the Secretary to the President.

Dr. Aboagye’s qualifications include a PhD in National Health Insurance Scheme in Ghana from Leeds Beckett University, a Master’s degree in Public Health and Health Promotion from the same university, and a Bachelor of Science degree in Chemistry from the University of Cape Coast. He also holds a higher national certificate in Pharmacy Technology from the Kumasi Technical University.

At the age of 45, Dr. Aboagye is an expert in national health insurance and currently serves as the Director of the Health Promotion Division at the Ghana Health Service. He has extensive experience in national health insurance finance, public health, and health promotion. Dr. Aboagye led Ghana’s risk communication efforts and was part of the presidential task force for the management of the COVID-19 pandemic from 2020 to 2023.

Prior to his current role, Dr. Aboagye was the cohort leader for the Public Health and Health Promotion program at the University of West London, UK. He also held positions as an external examiner on National Health Insurance Financing, Public Health, and Health Promotion at universities in the UK. Within the ECOWAS community, Dr. Aboagye chairs the Public Health Risk Communication and Community Engagement for Disease Control at the West Africa Health Organization, promoting better health through stronger health systems across member states.

Dr. Aboagye is also the Chairman of the Africa CDC Public Health Risk Communication and Community Engagements Community of Practice, aimed at promoting best practices and knowledge exchange in Africa. He has authored 11 research papers in health insurance, public health, and health promotion and has been recognized with prestigious awards such as the MTN Young Professionals Role Model in Health and the Golden Citizen Award.

In 2023, Dr. Aboagye received the Order of the Volta – Companion Category, the highest award in Ghana, for his contributions during the COVID-19 response. His outstanding leadership and achievements have earned him the title of overall National Best Health Leader of the Year.
