Sammy Gyamfi, Communications Director of the National Democratic Congress (NDC), claimed that the NDC/Mahama administration distributed around 900,000 cards before leaving office in 2016. He further stated that Dr. Bawumia deliberately ignored the significant contributions of the NDC/Mahama administration in developing the Ghana Card system to what it is today. It is important to note that by 2016, the NDC/Mahama administration had passed the law that makes the Ghana Card the sole document for identification purposes for any transaction (L.I 2111). They also collected biometric and demographic data on about 16 million Ghanaians, processed about 4.7 million cards, and distributed about 900,000 cards.
Gyamfi also noted that the NPP government only came to continue the implementation of a system that had already been developed by the NDC/Mahama government, as a continuation of what was started under [former] President J. A Kufuor and continued by [former] President J.E Atta-Mills of blessed memory. The Ghana card credit must therefore be shared by all successive governments who have contributed to where we are today. Gyamfi pointed out that Bawumia does not even credit his boss, Akufo-Addo.
In summary, Gyamfi’s claims and statements highlighted the NDC/Mahama administration’s significant contributions to the development of the Ghana Card system, including the distribution of 900,000 cards, the passage of laws for identification purposes, and the collection of biometric and demographic data on millions of Ghanaians.
Additionally, the image included in the post shows Sammy Gyamfi, the Communications Director of the NDC, who supported these claims and statements.
It is clear that the distribution of 900,000 cards and the development of the Ghana Card system were significant achievements of the NDC/Mahama administration. Gyamfi’s declaration serves to underscore the NDC’s role in the implementation and development of the Ghana Card system and to challenge the lack of credit given to the NDC/Mahama administration by the NPP.
These claims and statements are part of the ongoing discourse around the contributions of successive governments to the development of essential systems and services in Ghana. The history and progression of the Ghana Card system are being reevaluated to acknowledge the contributions of different administrations and to ensure that credit is given where it is due.
By highlighting the achievements and contributions of the NDC/Mahama administration, Gyamfi seeks to emphasize the importance of recognizing the efforts of all successive governments in the development and implementation of crucial national systems. This discourse serves to foster a more comprehensive understanding of the collaborative nature of governance and the evolution of essential services and infrastructure in Ghana.
