A new 21-month electronic Learning Platform program has been launched to enhance human resource skills and promote economic growth, thanks to the support of the Japan International Cooperation Agency (JICA). This GHS 1.2 million project aims to improve the quality of civil service education and training at the Civil Service Training Center (CSTC) as part of JICA’s Strengthening the Human Resource Capacity of the Civil Service project.

The announcement of this initiative was made during a media briefing in Accra, where Mrs. Dora Dei-Tumi, the Principal of CSTC, highlighted the institution’s successful 15-year partnership with JICA. She emphasized how this partnership has enabled CSTC to effectively carry out its core mandate of training and developing the capacity of civil and public service officers. Over the years, the number of trainees has significantly increased from 123 to 5000, showcasing the impact of the collaboration with JICA.

Mrs. Dei-Tumi also mentioned JICA’s support in terms of physical infrastructure, such as buildings and vehicles, as well as the opportunity to extend training programs beyond Ghana’s borders to countries like Sierra Leone and Liberia. With the establishment of a video conference facility, participants from different locations can now engage in training sessions remotely, making the learning process more interactive and accessible.

Furthermore, Mrs. Dei-Tumi highlighted that CSTC serves not only civil servants but also public servants, including those from the Parliamentary Service. Last year, 181 offices from the Parliamentary Service were trained by CSTC, demonstrating the institution’s commitment to enhancing the skills and knowledge of public sector employees.

Ms. Momoko Suzuki, the Chief Representative of JICA in Ghana, emphasized the importance of quality education in driving economic growth. JICA’s partnership with the Office of the Civil Service (OHCS) and CSTC has played a vital role in strengthening the capacity of the training center and facilitating its transformation over the years. Ms. Suzuki stressed the need to invest in education and training, particularly in developing courses for practicing ‘Kaizen’ (Continuous Improvement) in the public sector.

In line with this objective, a group of 12 officers from CSTC, accompanied by JICA teams, visited the Kaizen Excellence Center and other institutions in Ethiopia to observe and learn about the practical application of Kaizen in Africa. This experience will help in developing and implementing courses on Kaizen at CSTC to foster continuous improvement and efficiency in the public sector.

Overall, the partnership between JICA and CSTC reflects a shared commitment to enhancing human resource skills, promoting economic growth, and improving the quality of civil service education and training. Through innovative initiatives like the electronic Learning Platform program and the focus on Continuous Improvement, the collaboration between JICA and CSTC aims to contribute to the development and advancement of the civil service sector in Ghana.
