Alban Bagbin, the former National Democratic Congress (NDC) lawmaker, has once again captured the attention of the country by blocking the approval of Ministers nominated by President Nana Addo Dankwa Akufo-Addo. This move by Bagbin on March 20th, 2024, stemmed from the President’s decision not to assent to the bill on human sexual rights and family values. The Speaker’s actions followed a directive from the presidency, which issued a cease and desist letter to Parliament, restraining them from transmitting the Bill on Human Sexual Rights and Family Values for President Akufo-Addo’s assent.

Parliament had previously approved the bill that criminalizes LGBTQ+ activities, as well as their promotion, advocacy, and funding, on February 28, 2024. The penalties for those found guilty range from 6 months to 5 years in jail. Speaker Bagbin cited an interlocutory injunction filed at the Supreme Court by MP for South Dayi, Rockson-Nelson Etse K. Dafeamekpor, as the reason for his decision to block the approval of new ministers. He emphasized the threat posed to legislative authority and democratic principles by the ongoing scenario.

In a separate event, allegations of selling the Speaker’s residence were refuted by the Lands Commission, stating that the property was never sold to a private developer. Bagbin clarified in a meeting with civil society groups that his residence was nearly sold but he retained possession. Regarding LGBTQI issues, Bagbin expressed his opposition to legalizing LGBTQ activities in Ghana, stating his strong adherence to Catholic beliefs.

Moreover, Bagbin questioned the withdrawal of his military security, comparing it to the protection provided to officials in higher positions. He raised concerns about the unequal treatment compared to counterparts in similar ranks who enjoy military attaché. The Ghana Armed Forces withdrew four military officers assigned to the Speaker’s office citing improper procedure on January 14, 2022.
