The Report of the National Assembly Select Committee on Regional Government Lands, Ombudsman, and the Independent Electoral Commission highlighted several key recommendations. One of the major recommendations was that the Police should enforce the verdicts of the chiefs. This would ensure that the decisions made by traditional leaders are respected and upheld within the community.
Additionally, the committee conducted an oversight tour to offices of the Ministry of Lands, Regional Government, and Religious Affairs, as well as the Independent Electoral Commission (IEC). During this tour, it became evident that there was a need to monitor, assess, and support the Councils in their operation. This is crucial in the modern governance system as devolution of powers allows local government authorities to have the autonomy to support people at the grassroots level.
The committee also emphasized the importance of creating awareness and sensitization on the office of the Ombudsman and its services. It recommended that the government provide salaries for the Court members and Badge Messengers rather than just allowances. This would ensure that these crucial roles are adequately compensated for their work.
Furthermore, the committee suggested that Chiefs and court members undergo training to enhance their decision-making skills during proceedings. It also recommended providing vehicles for Chiefs to visit their respective areas and handle official errands effectively.
The report also called for a revisit of obsolete Land Acts and Land Banking by the government through the Ministry. Staff audits for all Councils were also recommended to ensure efficient operations and accountability.
Other recommendations included allowing Councils to benefit from Sand/Gravel mining activities within their regions, investigating the management of Real Estate, providing capacity building for IEC Staff, and re-evaluating property taxes and rates. The Central Government was urged to provide a 25% subvention as established by the Local Government Act.
The objective of the oversight visit was to interact with officials of the Ministry of Lands, Regional Government, and traditional leaders to understand the mode of operation of the councils and departments. The committee aimed to assess the number and types of projects initiated and managed by the Ministry in each region.
