The report from the National Assembly’s Public Enterprise Committee for 2019 and 2020 highlighted that the Gambia Ferry Service Company allocates an annual car allowance of D11.344,000 for its employees. The Chairperson of the committee, Lamin L. Sanneh, explained that this allowance is paid to employees who maintain a car in roadworthy condition, as outlined in section 0903 of the approved service rules. Additionally, section 0904 specifies that the car allowance ceases to be payable when an employee no longer owns a private motor car.

During the audit of personnel files, it was noted that there were insufficient documents to verify whether a review was conducted annually to ensure that staff receiving allowances have a car that meets road safety standards. The report also highlighted that the payroll allowance is not included in the service rule book used by the company.

The auditors identified monthly allowances being paid to employees that were not mentioned in the approved service rule book. They also found discrepancies in job descriptions, staff appraisals, and certificates of health, indicating noncompliance with the service rule requirements.

Based on their findings, the committee recommended that management implement controls to verify that personnel receiving car allowances are eligible for them and that all allowances are documented in the company’s service rule. Management was also urged to ensure adherence to the service rule guidelines.
