During a communication made on Thursday at his office, the Minister of the Interior and Security, Hermann Immongault, indicated that the first stage of issuing the electronic national identity card (CNIE) will start on April 3 and will involve the production and issuance of personal identification number (NIP) certificates.
This operation, which begins on April 3, will concern all Gabonese citizens aged 16 and over. Initially, the operation will only cover Greater Libreville, due to favorable demographic and logistical, material, and technological conditions (including internet connection).
Twelve centers in Libreville are open to welcome citizens: at the headquarters of the General Directorate of Documentation and Immigration (DGDI) in Oloumi, at the headquarters of the General Inspectorate of the National Police (right next to the DGDI), and in the police stations of Belle Vue 2 and Nzeng Ayong.
In Owendo, the indicated locations are the police station, the public garden (opposite Ckdo), and the Léon Augé sports complex. All these sites are located in the first district of this municipality.
In Akanda, the population will be received at the Okala police station, as well as in the town halls of the 1st district (Cap estérias) and the 2nd district (water tower of Angondje).
Finally, in Ntoum, the prefecture of Komo mondah and the DGDI branch are the dedicated sites for this campaign.
Depending on the flow, other sites may also become operational.
In addition to these fixed sites, other mobile sites will be deployed to visit hospitals and people with reduced mobility.
The required documents are the ordinary passport or the legalized birth certificate. The certificate of nationality for those citizens who have acquired Gabonese nationality, accompanied by the treasury receipt.
The obtaining of the personal identification number (NIP) is a prerequisite for the establishment of the electronic national identity card (CNIE), as explained by the Minister of the Interior and Security.
For those who have already been enrolled during one of the successive elections since 2013, and therefore already have an NIP, the operation starting on April 3 will consist of verifying information before issuing the requested certificate.
The Minister then reassured that this campaign will immediately extend to all nine provinces of the country after Libreville.
Characteristics of the new CNIE
The new identity card itself, expected in the coming weeks, will be “highly secure” according to international standards, emphasized Hermann Immongault.
It will have a chip, therefore electronic, containing a digital identity and a personal identification number.
For this purpose, its production has been entrusted to the DGDI, which already produces other secure documents such as passports and residence and refugee cards.
Two security filters are better than one, so the Ministry of the Interior and Security is also accompanied in this process by the National Agency for Digital Infrastructures and Frequencies (ANINF).
