Ladies and Gentlemen, On Friday, February 23, 2024, under the chairmanship of Brigadier General Brice Clotaire OLIGUI NGUEMA, President of the Transition, President of the Republic, Head of State, the Council of Ministers met at the Presidential Palace from 10 am. At the beginning of the meeting, the President of the Transition reaffirmed the crucial importance of the National Dialogue, a key step in the construction of a democratic, united, and prosperous Gabon. In this regard, he urged the Government to fully engage in the organization of this historic event, ensuring the inclusive participation of all components of Gabonese society. Indeed, following the remarks made during the government seminar on February 10 at Cap Caravane, the Head of State stressed the need for an open and transparent dialogue, where all opinions and aspirations can be expressed freely. The participation of political parties, civil society, religious organizations, women, youth, and opinion leaders is essential to reach a lasting national consensus. On another note, the Council of Ministers enthusiastically welcomed the signing of the agreement for the repurchase of Assala Energy by the Gabonese State. In line with the commitment made by the President of the Transition during his New Year’s Eve address to the Nation on December 31, 2023, this historic decision marks a decisive step towards regaining national sovereignty over oil resources. The repurchase of Assala Energy will allow the Gabonese State to control 100% of the capital of this strategic operator, the second largest oil producer in Gabon. This will give the state a better grasp of the oil sector value chain and maximize economic benefits for the country, while ensuring transparent and responsible management of natural resources. The Council also welcomed the abundant activity of the Head of State in Moanda, in the Haut Ogooué province. Indeed, Brigadier General Brice Clotaire OLIGUI NGUEMA inaugurated new industrial facilities of COMILOG. These will contribute to increasing the national production of manganese, in addition to meeting the national ambition to increase the weight of the mining sector in the GDP, and in job creation for the country. Through these projects, 200 direct jobs have already been created. Similarly, the inauguration of the Moanda one-stop shop, an administrative platform for facilitating business creation, job search, and access to land, offers prospects for both young people looking for employment and SMEs wishing to establish themselves in this emerging mining industrial cluster. Finally, by presenting the symbolic keys to the beneficiaries of the rehousing estate of Mingoungou and Lekolo 2, equipped with nearly 500 housing units, inaugurating the first orphanage in the city of Moanda, and launching the pavement production plant, the President of the Transition demonstrated his commitment to the development actors of our country, who will now have to integrate Corporate Social Responsibility (CSR) into their development strategies. As a lever for local development, CSR must be an instrument reflecting the will of the State and private partners to ensure inclusive and sustainable growth that benefits local populations first and foremost. As part of legislative and regulatory projects, the Council of Ministers deliberated on the following matters:

MINISTRY OF FOREIGN AFFAIRS, RESPONSIBLE FOR SUB-REGIONAL INTEGRATION AND OVERSEAS GABONESE
Draft law authorizing the ratification of the Bilateral Aviation Services Agreement between the Government of the Gabonese Republic and the Government of the Grand Duchy of Luxembourg.
This bill aims to strengthen economic cooperation between the two countries and develop aviation opportunities from the Grand Duchy of Luxembourg. It repeals the Agreement signed on July 27, 1971 and allows for the establishment of air service offerings between the two countries, without restrictions on origin, destination, and beyond their territories.
Draft law authorizing the ratification of the Agreement between the Government of the Gabonese Republic and the Government of the Republic of Turkey on the promotion and reciprocal protection of investments.
This draft text aims to promote mutual promotion and expand economic cooperation between the two countries, by creating favorable conditions for increasing investments made by economic operators of each party on the territory of the other.
Draft law authorizing the ratification of the Agreement between the Government of the Gabonese Republic and the People’s Republic of China to avoid double taxation and prevent tax evasion on income.
This Agreement aims to develop economic and commercial cooperation between the two countries, respecting their mutual interests through the adoption of tax measures favorable to the establishment of companies created by entrepreneurs of each Party in the territory of the other.
Draft law authorizing the ratification of the Agreement on air services between the Government of the Gabonese Republic and the Government of the Republic of Congo.
In order to strengthen economic cooperation between the two countries and develop air transport opportunities with Congo, this legal tool signed between the Aeronautical Authorities of the two countries aims to operate the airspace of both parties by airlines designated respectively by their competent authorities and allows the establishment of air service offerings between the two countries, without restrictions on origin, destination, and beyond their territories.
Draft law authorizing the ratification of the Cooperation Agreement on air transport between the Government of the Gabonese Republic and the Government of the Republic of Rwanda.
This legal tool, which replaces the Agreement on the same subject signed on September 30, 1976, is part of the promotion of an international air transport system in a market subject to a minimum of government intervention and regulations. It provides specific rights to each contracting party allowing the operation of international air services on specified routes and the possibility to designate one or more air transport companies with public, mixed, or private national capital.
Draft decree defining the attributions of Gabonese diplomatic and consular authorities in Civil Status matters.
Issued in application of the provisions of articles 158, 159, 160, 161, 165, and 166 of the Civil Code, this draft decree aims to designate civil status officers in the Gabonese diplomatic sector. This draft text, which is part of improving public service abroad, contributes to the effort to standardize administrative documents throughout the consular network, guaranteeing any Gabonese residing abroad and returning to Gabon a quality response to their requests for civil status documents.

Draft decree establishing the creation, powers, organization, and functioning of the National Commission for the Prevention and Fight against Human Trafficking in the Gabonese Republic
This draft text aims to establish better coordination in the fight against human trafficking in Gabon. It provides for the creation of a National Commission for the Prevention and Fight against Human Trafficking, whose missions include implementing the national strategy to combat trafficking, strengthening the capacities of actors involved, and setting up provincial vigilance committees to identify, take care of, and protect victims.

Indeed, the Campaign Hospital and the Professor GAHOUMA Laboratory, created in 2020 to combat COVID-19, no longer have a reason to exist after the creation of the Professor Daniel GAHOUMA Institute for Infectious Diseases (IMIPDG) by Law No. 017/2023 of November 21, 2023. The IMIPDG, as a University Hospital Center, integrates the missions and functions of the two structures.
