In Gabon, the national Dialogue announced for the month of April 2024 is expected to take place starting on April 1st and last the entire month. The minister in charge of this matter, who recently announced that the Transition government and the Committee for the Transition and Restoration of Institutions (CTRI) have worked on the decree that would convene these meetings, also stated, “we are ready for April 1st”.

After the 1990 National Conference, the 1994 Paris Agreements, the 2006 Arambo Agreements, the 2017 Angondjé Dialogue, and the 2023 Political Consultation, Gabon will move this year 2024 at the pace of a national Dialogue. As part of the preparations for this meeting, the Transition president chaired government seminars bringing together members of his government and those of the Committee for the Transition and Restoration of Institutions (CTRI). According to the minister of Institutional Reform, the latest work has allowed working on the draft decree that would convene and organize this dialogue scheduled for April.

Two sites, including the sports palace for the opening and closing phases that will be popular and the Sino-Gabonese friendship stadium for the actual work, have been chosen to host this dialogue, with the work bureau being chaired by the Archbishop of Libreville, Mgr Jean-Patrick Iba-ba. Over 30,000 contributions have been recorded, with 27,000 contributions processed by January 19 by the Ministry of Institutional Reform, which will produce a synthesis report to be made available to the archbishop, who will submit them to the commissioners. According to the minister of Institutional Reform, the work will be done in committees and sub-committees.

“Twelve to thirteen subcommittees will be set up, and three main committees will synthesize the theme-by-theme work that will be sent up from the subcommittees,” said Murielle Minkue Mezui. “Following the validation of the work by the committees, these three committees will present their work to the dialogue bureau, which will validate the report and the accompanying acts,” she said, noting that the Archbishop of Libreville will present the final document to the Transition authorities. Approximately 1,000 people chosen based on certain criteria will participate in the work.

“We had to define criteria because unfortunately, we cannot organize a dialogue that would involve all Gabonese people,” commented the government member. “We are ready. We have also presented the financial aspects in a bit more detail,” said Murielle Minkue. Enshrined in the 2024 budget law, an envelope of about 5 billion CFA francs has been provided for “the holding of the dialogue and possibly some acts that would follow.” “And we are ready for April 1st,” said Murielle Minkue Mezui, stating that a thorough work has been done to ensure the meeting takes place under good conditions.
