According to the internal regulations of the National Assembly, the deputies of the Transition will return to the hemicycle of the Palais Léon Mba on Friday, March 1st, 2024. After two months of parliamentary intersession, they will resume parliamentary practices within the framework of the so-called laws session. This will be an opportunity for the president of this chamber of Parliament, Jean François Ndongou, to deliver a speech and discuss the agenda and main axes of the upcoming legislative activities.
Following the regulations of the National Assembly, “the first ordinary session of Parliament begins on the first working day of March and ends on the last working day of June.” In this sense, the deputies of the Transition will start this session called “laws” on March 1st at the hemicycle of the Palais Léon Mba.
The 2nd ordinary session of the National Assembly of the Transition ended on December 29, 2023, giving the president of the institution, Jean François Ndongou, the opportunity to assess the activities and also to question the head of government on the action to be taken in the service of the Gabonese population. After these two months of parliamentary intersession, he is expected to do the same exercise, aligning with the ambitions of the Committee for the Transition and Restoration of Institutions (CTRI). Since August 30, 2023, the defense and security forces, gathered within the CTRI, have been advocating for the restoration of institutions.
This involves not only the revision but also the drafting of a number of laws. In the coming days or months, there will be the organization of the National Dialogue starting on April 1st, the drafting of the new Electoral Code, the elaboration of a new Constitution, as well as the examination of bills including the one related to the retirement age for civil servants (now 62 years).
The president of the National Assembly will deliver a speech in which he will set the course and outline the main axes of the legislative activity of this session.
At the Palais Léon Mba, it is stated that “he may also give a brief overview of the work done during the previous session, notably the examination with brilliance and skill of the 2024 budget law by the deputies of the Transition.”
In terms of evaluating public policies, facing the government team, led by Prime Minister Raymond Ndong Sima, it is believed in the National Assembly that the chamber president “will certainly emphasize the imperative need to find appropriate and definitive answers to the many urgent concerns of compatriots (solving endemic youth unemployment, providing households with water and electricity regularly…).”
At the closing of the previous session, addressing the Prime Minister and reminding him that “the challenges are huge and numerous,” Jean François Ndongou called for “acting with strength and vigor” for the population.
