At the head of a nonexistent office, appointed seven years ago in blatant violation of the current laws, Me Séraphin Ndaot Rembogo is expected to soon be removed from his position as president of the National Democracy Council (CND), an institution whose rehabilitation by the CTRI remains questionable.
Has the CND truly been rehabilitated by the Committee for Transition and Restoration of Institutions (CTRI) like the Senate, the National Assembly, the Constitutional Court, or the Economic, Social, and Environmental Council? While doubts exist as the institution has organized at least two events since the military takeover, many believe that its leaders are currently operating illegally, starting with its president, Me Séraphin Ndaot Rembogo, who has recently been brought before the Constitutional Court for non-compliance with the law by the “office” of the CND.
During questioning by the judges, the current head of the CND eventually admitted that this office did not exist. This is barely believable for an institution that aims to be the sole platform bringing together all political parties in the country, supposed to promote and defend democracy: the CND and its president have never truly complied with the standards. The appointment of the leader of the Party for Development and Social Solidarity (PDS) to the Council’s leadership over six years ago already violated the legal provisions in place.
“Me Ndaot was appointed by decree of the President of the Republic in 2017, knowing that the law organizing this institution provides for an election by its peers,” recalled Murielle Minkoue during her questioning by the constitutional judges. Therefore, they should not delay in declaring the law. The removal of Me Séraphin Ndaot Rembogo is therefore just a matter of days before an election is held to form an office for the CND, as the national dialogue approaches.
