Mays Mouissi, Minister of Economy and Participations claims in a report on his first 200 days at the helm of this ministry to have completed 51 achievements marked by a continuous increase in state revenues and a raise of 485.1 billion CFA francs on the regional financial market to ensure financing of priority projects and partial clearance of domestic debt.
Six (6) months after taking on this responsibility at the highest level of the state, under the authority of the Prime Minister and following the instructions of the President of the Republic, a Government whose roadmap, the Minister of Economy and Participations, worked on the implementation of the department’s roadmap.
Within this framework, the Ministry has undertaken several actions to revive the national economy. Indeed, from September 2023 to February 2024, the Minister of Economy and Participations succeeded in increasing tax and customs revenues each month by surpassing the targets set in the finance law.
He managed to restore the confidence of international donors by gradually and massively clearing the arrears on the 2023 external debt and ensuring regular payment of the 2024 debt service through economic and financial diplomacy actions.
While mobilizing 485.1 billion CFA francs on the regional financial market to ensure financing of priority projects and partial clearance of the domestic debt, the Ministry of Economy, in the name of state continuity, endeavored to meet the suspensive conditions of agreements signed by the previous Government and negotiate new loans to finance numerous infrastructure projects underway in the road, urban development, and health sectors.
In the area of Cost of Living, the Minister of Economy coordinated the implementation of new measures that complement the existing framework, including the reduction of prices of basic food products, construction materials, and quarry products, maintaining free electricity and water supplies for low-income subscribers, as well as the prices of domestic flight tickets and train tickets.
All these social measures were developed at the same time as the Ministry of Economy presented the project to create the FLY AIR GABON HOLDING company, which has acquired 56% of the shares of the Afrijet airline and rekindled hope among Gabonese people to see the Government create a new national airline, a promise from the President of the Republic during his New Year’s Eve speech on December 31, 2023.
To make the actions of his services more visible, the Ministry of Economy published, through the General Directorate of Economy and Fiscal Policy, the first Social Dashboard (TBS) in over 10 years, as well as the sectorial economic analysis for the fourth quarter of 2023, essential tools for understanding and analyzing the economic, social, and financial data of the country.
Likewise, the Minister of Economy led the development of the National Transition Development Plan 2024-2026 (PNDT), before handing it over to the new Minister of Planning and Prospective.
The creation, in partnership with the BGFI Bank group, of the Bank for Commerce and Entrepreneurship of Gabon (BCEG), endowed with a capital of 4 billion CFA francs to support young Gabonese entrepreneurs and the signing by the President of the Republic of a decree reserving public contracts whose amount is less than or equal to 150 million CFA francs for Gabonese SMEs, are two important measures initiated by the Ministry of Economy to promote local entrepreneurship.
Finally, to materialize the vision of the President of the Republic, who wished to see the Government once again become a decision-maker in the management of the state’s participation portfolio and give meaning to the name of the Ministry under his charge, Minister Mays MOUISSI successfully completed the project to create the General Directorate of Participations.
