Bamako, March 16 (AMAP) The Malian Ministry of Economy and Finance has placed 6 terrorist and rebel leaders on the national list of targeted financial sanctions for a period of “6 months renewable”.

According to Decree No. 2024 0197/MEF-SG of March 8, 2024, made public on March 13, Iyad Ag Ghaly, leader of the Group for the Support of Islam and Muslims (GSIM or JNIM) and Amadou Kouffa, leader of the Katiba Macina, in the same alliance, are affected by the measure.

Iyad Ag Ghaly has been on the United Nations sanctions committee list for Al Qaeda and the Islamic State (IS) since February 2013. As for Amadou Kouffa, he is the founder and commander of the Macina Liberation Front, which has claimed several attacks in Mali and neighboring countries.

Also affected by the measure are four rebel leaders: Alghabass Ag Intalla, Bilal Ag Acherif, Fahad Ag Almahmoud, and Achafagui Ag Bouhada, leader of the Tuareg rebellion that took up arms against the Malian state in 2023. The decree presents these individuals as members or allies of the JNIM.

The Malian state accuses them of the following crimes: “Acts of terrorism by belonging to a terrorist group intentionally linked to a terrorist enterprise, financing of terrorism, illegal possession of weapons of war and ammunition intentionally linked to a terrorist enterprise, undermining national unity, undermining territorial integrity, and association of wrongdoers”.

Several jihadist and rebel leaders are subject to an international arrest warrant issued by the Malian authorities, following an investigation opened against them since last November.
