The Tigray Interim Administration has recently made a significant announcement regarding their decision to engage with the federal government on the Cessation of Hostilities Agreement (CoHA) exclusively through the African Union. This decision was made following a comprehensive dialogue held during the Interim Administration’s Cabinet meeting on February 28, 2024, with the aim of implementing the Pretoria Peace Agreement.
In a statement released after the meeting, the Interim Administration emphasized the importance of continuous collaborative efforts with the federal government to address crucial issues and build trust. They specifically stated that all future discussions related to the CoHA will be conducted through the African Union Panel, thereby avoiding direct bilateral engagements with the federal government.
The Cabinet reiterated their commitment to seeking a peaceful resolution to conflict and highlighted the urgent need to establish a secure peace in the region. They stressed the necessity of resolving territorial boundaries in accordance with the Pretoria agreement and the Federal Constitution. Importantly, they clarified that no bilateral implementation agreement has been reached with the federal government on this matter.
The Interim Administration emphasized that lasting peace in Tigray hinges on upholding the region’s territorial integrity in line with the constitution, withdrawing Amhara and Eritrean forces from Tigray, and repatriating displaced residents to their homes. They urged both the federal government and the African Union to fulfill their responsibilities in this regard.
To address the challenges hindering the full implementation of the Pretoria Peace Agreement, the Interim Administration announced upcoming discussions with African Union delegates, designated mediators, and the federal government. Redae Halefom, the head of the Communications Bureau at the Tigray Interim Administration, stated that these discussions aim to address fundamental issues that have impeded the agreement’s realization and led to adverse consequences for internally displaced persons and residents in areas controlled by Eritrean and Amhara forces.
