The First Strategic Review Meeting was convened by the African Union in Addis Ababa on Monday, March 11, 2024, where the federal government of Ethiopia and the Tigray People’s Liberation Front (TPLF) affirmed their commitment to the implementation of the Cessation of Hostilities Agreement (CoHA) signed in November 2022.

Taking place at the AU premises in Addis Ababa, the First Strategic Review on the Implementation of the CoHA aimed to provide strategic reflection and support critical aspects of the Ethiopian Peace Process, including humanitarian support, DDR, rehabilitation, and reconstruction, as stated by the AU’s Political Affairs Peace and Security Commission. The meeting saw both parties agreeing to engage in multifaceted consultations to advance peace, security, and stability in the Tigray region, with plans to hold regular consultations and convene in a similar format in the following months.

While acknowledging the progress made, the parties also identified areas requiring additional joint efforts towards fully implementing the CoHA. A key point emphasized during the meeting was the importance of achieving durable and lasting peace in Tigray, not only as a peace dividend for Ethiopia but also for the Horn of African region, as highlighted by Moussa Faki Mahamat, Chairperson of the AUC. He emphasized the need for urgent attention to outstanding issues related to political dialogue, transitional justice, and Disarmament, Demobilization, and Reintegration.

Representatives from the Ethiopian federal government, the Interim Administration of Tigray/TPLF, and observers from the UN, EU, IGAD, United States, and the African Development Bank attended the meeting, which was facilitated by the AU High-Level Panel for the Ethiopian Peace Process.

At a critical stage where differences between the federal government and the Tigray interim administration are widening over unmet CoHA obligations, including the status of occupied areas and the withdrawal of forces, the strategic review plays a vital role. U.S. Special Envoy Mike Hammer emphasized the importance of delivering on commitments related to DDR, IDP returns, transitional justice, and accountability to achieve lasting peace.

In conclusion, the First Strategic Review Meeting serves as a crucial step towards consolidating the gains made in the peace process and addressing outstanding issues to ensure durable and lasting peace in Tigray. The commitment shown by both parties to consult regularly and engage in multifaceted discussions reflects a positive stride towards peace, security, and stability in the region.
