Gebremeskel Chala, the Chief Negotiator of Ethiopia to the World Trade Organization (WTO), is gearing up for the fifth-round meeting scheduled for May 2024. This meeting is seen as significant for Ethiopia’s accession to the WTO, signaling the country’s commitment to global trade.
After an eight-year pause, Ethiopia recommenced its efforts to join the WTO in January 2020. However, progress has been hindered in recent years, particularly due to challenges like the COVID-19 pandemic. Despite these setbacks, Ethiopia reignited its pursuit last year when Gebremeskel led a delegation to the WTO headquarters in Geneva, engaging in discussions with the Director-General in July 2023.
In an interview with state media, Gebremeskel, who also holds the role of Minister of Trade and Regional Integration, revealed that the visit resulted in a three-year timeline for Ethiopia to wrap up negotiations and secure WTO membership. The country has received around 180 questions and 9 documents from member countries and potential negotiating partners, which will be addressed through a dedicated platform facilitated by the WTO.
Gebremeskel mentioned that the Ministry is currently finalizing essential documents required for WTO accession, covering various aspects such as offers related to goods and services trade, import licensing procedures, information on public business enterprises, trade-related laws, as well as details regarding export subsidies and agricultural support. Since 2003, Ethiopia has maintained observer status at the WTO, providing valuable insights into the organization’s functions and guiding the country’s preparations for full membership.
In late February 2024, a high-level Ethiopian delegation, including Gebremeskel, Mamo Mihretu, governor of the National Bank of Ethiopia, and Eyob Tekalign, State Minister for Finance, attended the 13th WTO Ministerial Conference to reinforce Ethiopia’s commitment to joining the global trade body.
The impending fifth-round meeting presents a crucial opportunity for Ethiopia to showcase its dedication to adhering to global trade standards and regulations. Gebremeskel’s leadership and strategic negotiations are pivotal in navigating the complexities of WTO accession and ensuring that Ethiopia’s interests are effectively represented on the international stage.
