The session of the House of Representatives, overseen by First Deputy of the Council Counselor Ahmed Saad Al-Din, saw the approval of a presidential decree No. 612 of 2023 concerning the financial cooperation agreement between Egypt and Germany. This agreement is aimed at financing the National Solid Waste Management Program, providing financial assistance for the Comprehensive Technical Education Initiative, and implementing risk management strategies.

The agreement entails Germany providing financial assistance to Egypt amounting to 80 million euros. This funding is designated for various projects, including supporting the Comprehensive Technical Education Initiative at the Ministry of Education and Technical Education. This initiative aims to establish 25 Egyptian excellence centers, specialized centers, and schools for applied technology. It also includes the creation of sectoral excellence centers in the field of renewable energy and technical schools.

Additionally, the agreement outlines collaboration with the Ministry of Environment to restructure the waste sector at the national level. This includes the implementation of an integrated system for solid waste management in the governorates of Kafr El-Sheikh, Gharbia, Qena, and Assiut. Furthermore, the agreement includes support for risk management mechanisms at the Central Bank of Egypt. This support involves aiding in the restructuring of risk management tools and credit guarantee mechanisms that cater to the developmental needs of small and medium-sized enterprises.
