Another sign of the growing financial difficulties of the State of Djibouti under the disastrous management of the regime of Ismail Omar Guelleh, is that a growing number of public services are no longer paying the contributions due for their personnel. The National Social Security Fund (Cnss) is no longer receiving the contributions of these employees, which jeopardizes their right to social benefits such as medical care and family allowances.
Among these services is the Djiboutian Roads Agency (ADR) which succeeded the Public Works Department. “It has been nearly two years since the ADR has not paid our social security contributions to the Cnss,” a staff member told La Voix de Djibouti (LVD). This is a long period and the Cnss has finally taken action, suspending its benefits to ADR employees. “The Cnss has closed its doors to us,” confirmed another ADR employee contacted by LVD.
The Djibouti Road Authority (OVD) employees are facing the same situation as those of the ADR. Their management has not been paying social security contributions to the Cnss for a few months.
Of course, this is a serious situation for the workers who are losing their most basic rights due to mismanagement for which they are not responsible.
So, gentlemen in charge, starting with a certain Aboubaker Omar Hadi, president of the Djibouti Ports and Free Zones Authority which oversees the ADR, and Charmarké Youssouf Moussa, director of the OVD? This situation needs to be closely monitored.
