The Council of Ministers met in ordinary session on Wednesday, March 13, 2024, in its deliberation room at the Palace of Koulouba, under the presidency of Colonel Assimi GOITA, President of the Transition, Head of State.
After examining the items on the agenda, the Council:
– adopted draft texts;
– made appointments;
– and heard communications.
LEGISLATIVE AND REGULATORY MEASURES
1. On the report of the Minister of Justice and Human Rights, Keeper of the Seals, the Council of Ministers adopted a draft decree fixing the composition of the Notaries’ costume.
The notary is a public and ministerial officer appointed for life to ensure the public service of proof. Due to their function, to distinguish them from ordinary citizens and demonstrate the authority of their office, Ordinance No. 2013-027 / P-RM of December 31, 2013 on the Status of Notaries stipulates that “notaries must wear, in official ceremonies, a costume whose composition is fixed by decree taken in the Council of Ministers”.
It is in accordance with this provision that the draft decree is adopted.
2. On the report of the Minister of Urban Planning, Housing, Land, Territorial Planning and Population, the Council of Ministers adopted a draft decree authorizing and declaring the works of converting the section RR9 into 2×2 lanes, the access ramp to Point G, 7 km of roads in Kati, and the GMS roundabout-
The Kati route.
This development project falls within the framework of the decongestion policy of the Bamako-Koulouba-Kati road, which aims to improve mobility and living conditions for the population.
The proposed works encroach on private properties that need to be expropriated for reasons of public interest in accordance with the provisions of the land and property law. The draft decree is adopted in this context.

COMMUNICATIONS
1. The Minister of Territorial Administration and Decentralization informed the Council of Ministers:
a. of the dissolution of the association known as “Association of Students of Mali (AEEM)”.
The dissolution of associations by the Council of Ministers is provided for and regulated by the provisions of Law No. 04-038 of August 5, 2004 on associations.
The Association of Students of Mali “AEEM” is a Malian association created following the declaration of association receipt No. 10281/MAT-DNAT of April 20, 1991.
For several years, it has been noted that the AEEM no longer defends the noble causes of students in line with its objectives. It has been accused several times of being responsible for violence and confrontations in schools and universities, characterized by numerous armed clashes between different factions of the association.
The latest clash took place on February 28, 2024, resulting in the death of a young student from the Faculty of Economics and Management Sciences and several serious injuries. These extremely serious incidents occurred in the lead-up to the renewal of the board of coordination of the Association of Students of Mali and led to the immediate suspension of its activities in the university space until further notice.
Similar incidents occurred in December 2017 between rival factions of the AEEM committee at the Faculty of Science and Technology, resulting in one death. In October 2018, clashes involving firearms and machetes between rival factions of the AEEM committee at the Faculty of Private Law left nine (9) wounded, including two (2) seriously injured.
Following each of these unfortunate events, security forces carried out surprise raids on the association’s headquarters, resulting in the arrest of some members found with lethal weapons, narcotics, and large sums of unexplained money. These actions have caused disturbances within the school and university environment, leading to disruptions in classes, assassinations, murders, and destruction of public and private property through violent street protests and illegal possession of weapons.
In light of these findings, the Association of Students of Mali “AEEM” is dissolved.
This dissolution contributes to the implementation of one of the recommendations of the National Conference on Refoundation: “Peaceful the school and university environment to make it a place of knowledge and not of vandalism and constant aggression”.
b. of the repeal of the decrees appointing Special Advisers to State Representatives and Decree No. 2017-0616/P-RM of July 28, 2017 fixing the remuneration of the Special Advisers of the Regional Governors.
The Transitional Government, in its Press Release No.65 of January 25, 2024, noted the absolute inapplicability of the Agreement for Peace and Reconciliation in Mali, arising from the Algiers process and consequently announced its termination, with immediate effect.
This decision leads to the implementation of certain reforms, including:
– the replacement of interim authorities with special delegations;
– the repeal of the appointments of Special Advisers to the Governors of the Northern Regions and consequently the repeal of the decree fixing their remuneration.
c. of the repeal of the decrees appointing members of the Interim Authorities and Transitional Regional Boards.
As part of the implementation of the Agreement for Peace and Reconciliation in Mali, stemming from the Algiers process, Interim Authorities and Transitional Boards were set up in 2016 in the territorial Collectivities of Regions, Circles, and Communes of the Regions of Timbuktu, Gao, Kidal, Taoudenni, and Menaka.
The members of the Interim Authorities and Transitional Boards of the Regions of Timbuktu, Gao, Kidal, Taoudenni, and Menaka were appointed in 2016.
As for the members of the Interim Authorities of Communes in the Regions of Taoudenni and Menaka, they were appointed by orders and concern thirty (30) Communes in the Taoudenni Region and twenty-one (21) Communes in the Menaka Region.
The members of the Interim Authorities and Transitional Boards consist of representatives of the Government, signatory groups of the Agreement (Platform, CMA), and inclusiveness.
These were measures to strengthen trust that should contribute to the return of the Administration and the provision of basic social services to the population.
Despite these efforts, nine (09) years later, shortcomings have been observed in the implementation of the Agreement for Peace and Reconciliation in Mali, stemming from the Algiers process, notably the change in posture of some signatories turned terrorist actors pursued by Malian Justice after committing and claiming terrorist acts.
In these circumstances, some Presidents and members of the Interim Authorities and Transitional Boards have abandoned their duties to join terrorist movements and groups. Consequently, the decrees appointing members of the Interim Authorities and Transitional Boards are repealed.
2. The Minister of Foreign Affairs and International Cooperation informed the Council of Ministers:
a. of the preparatory work for the 4th Joint Commission on Trade and Economic Cooperation Türkiye-Mali.
The holding of the 4th session of the Joint Commission on Trade and Economic Cooperation Türkiye-Mali presents an opportunity to renew political dialogue, revisit offers of economic, trade, and technical cooperation in light of common interests.
This session aims to elevate the partnership to the level of strategic relations between our two countries. It will aim to energize, strengthen, and diversify our cooperation and identify new areas of cooperation.
In coordination with the relevant sectors, measures will be taken to ensure active participation of all stakeholders in the joint commission’s work.
b. of the holding of the first session of the Grand Joint Commission of Cooperation Rwanda-Mali, scheduled for May 2024 in Kigali.
This first session offers the opportunity to strengthen the legal framework, review the various sectors of common interest, and implement cooperation programs to consolidate the strategic partnership between the two countries.
This first session is part of the realization of the political will of the highest authorities of the two countries to further strengthen bilateral cooperation.
3. The Minister of Higher Education and Scientific Research informed the Council of Ministers of the handling of study scholarships offered to the Republic of Mali by the Federation of Russia for the academic year 2024-2025.
The Government of the Russian Federation has granted the Government of the Republic of Mali two hundred and ninety (290) scholarships for Bachelor’s-Master’s-Doctoral studies for the academic year 2024-2025.
As of the closing date of January 31, 2024, eight hundred ninety-nine (899) application files were received by the General Directorate of Higher Education and Scientific Research, and one thousand one hundred and eighty-two (1182) candidates registered online.
The Preselection was done by merit order according to the distribution key allocated to each level of study:
– for Bachelor’s studies, all series of baccalaureate were merged, and the top 180 were preselected;
– for Master’s studies, the top 80 were preselected;
– for Doctoral studies, the top 30 candidates were preselected.
4. The Minister of Health and Social Development informed the Council of Ministers:
a. of Participation in the 11th African Conference on Sexual and Reproductive Health Rights in Morocco.
The Minister of Health and Social Development participated in the 11th African Conference on Sexual and Reproductive Health Rights from February 28 to March 04, 2024.
The objective of this conference was to assess and extend progress on the status of sexual and reproductive health and rights of women and young people in Africa.
On the sidelines of this meeting, the minister paid a working visit to Moroccan social protection organizations to draw inspiration from their experience in managing social protection systems.
b. of Participation in the Ministerial Conference on Malaria and the signing of the Commitment for the Accelerated Reduction of Malaria Mortality in Mali entitled “No one should die from malaria”.
The Minister of Health and Social Development took part in the conference of Health Ministers of countries with a “high burden to high impact” malaria in Yaoundé, Cameroon from March 05 to 07, 2024, to exchange views and make commitments for an accelerated reduction of malaria mortality in Africa.
The objectives of this meeting were:
– to review the progress made and the challenges to meet the malaria-related targets in the Global Technical Strategy;
– to review mitigation strategies and financing for the fight against malaria;
– to agree on effective strategies and responses for an accelerated reduction of malaria mortality in Africa;
– to establish a roadmap for increased political and social engagement in the fight against malaria, as well as a clearly defined accountability mechanism.
Following this meeting, the attending ministers signed the Yaoundé Declaration on the Fight against Malaria.
5. The Minister of Labor, Public Service, and Social Dialogue informed the Council of Ministers of the process of organizing direct recruitment competitions in the State Public Service, exercise 2023.
The direct recruitment competitions in the State Public Service for the 2023 budget exercise were canceled following the discovery of a widespread fraud network.
The new recruitment process will be launched by a statement from the Minister of Labor, Public Service, and Social Dialogue on Friday, March 15, 2024.
6. The Minister of Youth and Sports, responsible for Civic Education and Citizen Building, informed the Council of Ministers:
a. of the conclusions and recommendations of the National Symposium on Football.
The national symposium on Malian football was held from March 05 to 07, 2024 at the Stade du 26 mars in Bamako.
The meeting brought together representatives of the Republic’s Institutions, technical services of the department, and stakeholders in Malian football, including the Malian Football Federation, sports journalists, former players, former sports ministers, national and international experts.
At the end of the discussions, participants made recommendations including:
– operationalization of the National Technical Directorate of the FEMAFOOT;
– strengthening the technical staff with local technicians, an arbitration specialist, and medical professionals;
– continuing the equipment of the Sports Medicine Center;
– oversight and regulation of football academies and centers;
– continuing the construction of sports infrastructure throughout the national territory;
– establishing U17 and U20 women’s national championships;
– promoting national competitions;
– supporting supporters’ associations.
b. of the organization of a Day for the Youth to Appropriately Understand Major State Reforms.
The Day for the Youth to Appropriately Understand Major State Reforms aims to create a space for dialogue and sharing that will allow participants to exchange views and understand the major ongoing reforms in the context of the refoundation.
It will take place on Saturday, March 16, 2024, using a participatory and interactive approach structured around seven (07) thematic areas.
7. The Minister of Agriculture informed the Council of Ministers of the results of the pilot phase of the General Agricultural Census.
The pilot phase of the General Agricultural Census, which ran from February 17 to 28, 2024, covered seven (07) regions across eight (08) Circles and eighteen (18) Communes.
It mobilized 126 agents and reached 13,408 people from 815 family farms.
In total, 6,809 hectares of agricultural plots were measured and geolocated. As for livestock, the counting test involved 27,405 cattle; 11,380 sheep; 8,439 goats; 6,736 local breed chickens.
This pilot phase aimed to test the tools and data collection methodology; estimate the data collection time; and evaluate the workload of the enumerators.
8. The Minister of National Entrepreneurship, Employment, and Vocational Training informed the Council of Ministers:
a. of the process of developing the National Entrepreneurship Strategy.
The Ministry of National Entrepreneurship, Employment, and Vocational Training has been engaged since November 2023 in the process of developing a National Entrepreneurship Strategy.
The development process was very inclusive and involved many stakeholders, such as public authorities, the private sector, civil society, and technical and financial partners.
