At the palace of democracy, national counselors examined and adopted the bill amending Ordinance No. 004/Pr/2007 of January 3, 2008 relating to the National Agency for Investments and Exports (ANIE). The bill was defended by the Minister of Commerce and Industry, Ahmat Abdelkerim Ahmat.
Since its creation in 2008, the National Agency for Investments and Exports (ANIE) has been under the supervision of the Ministry of Commerce before being transferred to the Prime Minister’s office, and then to the Presidency of the Republic. With this position, it is difficult for the staff of this agency to carry out the tasks entrusted to them. According to the rapporteur of the economic and planning commission, Counselor Moyadé Naredroum Koumounang, the creation of the National Agency for Investments and Exports (ANIE) and especially its attachment to the Ministry responsible for Commerce is an asset to minimize the numerous hurdles faced by investors in establishing their businesses in Chad. “It is with intent that Law No. 06/Pr/08 of January 3, 2008 establishing the Investment Charter of the Republic of Chad is promulgated and attached to the Ministry responsible for industry and commerce”. For him, it is important for reasons of coherence and conformity with other countries that ANIE is attached to the Ministry of Industry and Commerce.
The attachment of the National Agency for Investments and Exports to the Ministry of Commerce and Industry is to allow it to be more operational by being closer to economic operators. “Especially with the creation of Special Economic Zones (SEZs), the two institutions will fully play their role in promoting investments for the economic development of the country,” said the rapporteur.
The return of the agency to the Ministry of Commerce and Industry, its strengths and weaknesses in the abstract of investors are the questions raised by transitional parliamentarians. The Minister of Commerce and Industry, Ahmat Abdelkerim Ahmat, indicated in his responses to the questions that the return of the National Agency for Investments and Exports to the ministry is for reasons of coherence that he requested the attachment of ANIE to his department. “The institutional anchoring of ANIE is at the Ministry responsible for commerce. It is ANIE that promotes the national investment charter of the Ministry of Industry and Commerce.”
