The president of the Human Rights Commission of Cameroon is accused of “sexual harassment, private indecency, conditional threats, blackmail, minor injuries and defamation” by Ms. Tsemo, head of translation and interpretation at the Human Rights Commission of Cameroon. The two parties are expected to appear in court today at the Yaoundé Court of First Instance, the administrative center.
This initial hearing, which will certainly serve for the identification of the parties, foreshadows a long and tumultuous trial between James Mouangue Kobila and the woman who was also his close collaborator.
A few months ago, the public learned through the newspaper Jeune Afrique that a complaint had been filed against James Mouangue Kobila, the president of the National Human Rights Commission for “sexual harassment, private indecency, conditional threats, blackmail, minor injuries, and defamation.”
Jeune Afrique, which claims to have received a copy of the complaint citing the young woman, indicates that “the president of the CDHC adopted a strange behavior towards the woman (the civil party) since January 2021. This change was manifested by regular summons to his office and meetings that lasted until late at night. The complainant, a mother recruited in 2018, claims that James Mouangue Kobila expressed unusual signs of affection towards her, stating that he considered her as a friend rather than as a collaborator. In July 2021, he allegedly confessed his love, hugging and kissing her against her will. Despite the complainant’s refusal and the setting of boundaries, the president of the CDHC reportedly persisted, fearing a tense atmosphere,” the magazine reveals.
According to Jeune Afrique, in 2022, the situation took a more serious turn during two missions to Maroua (region of the Far North Cameroon) and Kigali (Rwanda). “The complainant claims to have tried to dispel misunderstandings by expressing her discomfort with James Mouangue Kobila’s emotional attachment. Despite this, she was promoted in August 2022, but this period marked the beginning of a period of psychological harassment, eventually leading to her removal from her position in February 2023.”
On his part, the law professor and former vice-rector of the State University of Douala has consistently denied these accusations, publishing an observation note served to his chief of staff since 2022, to highlight her “incompetence” and her inability to draft speech projects during ceremonies. She was even brought before the disciplinary council of the CDHC.
