Burkina: Book operator activities now regulated

On March 7, 2024, in Ouagadougou, the Council of Ministers adopted a decree setting out the conditions for the practice of book operator activities in Burkina Faso.

In his report on the Council of Ministers meeting on Wednesday, the Minister of State, Minister of Communication, Culture, Arts, and Tourism, Jean Emmanuel Ouédraogo, stated that a book operator is an individual or legal entity operating in the book industry, including publishers, printers, distributors, booksellers, librarians, and electronic commerce platform managers.

He emphasized that engaging in book operator activities in Burkina Faso requires obtaining approval, which is valid for a period of five (05) years and renewable.

According to Minister Ouédraogo, this decree aims to optimize the contribution of the book industry to the national economy by improving the legal framework and professionalizing the sector, which has significant wealth creation potential.

In the Minister of State’s view, the adoption of this decree strengthens the structuring of the book industry in line with the provisions of Article 23 of Law No. 049/AN of November 18, 2019, on the orientation of the book industry and public reading in Burkina Faso.
