Meeting on Wednesday, March 13 in a cabinet meeting attended by the President of the Republic, the government made a series of decisions compiled in the following report:
Report
The Council of Ministers met on Wednesday, March 13, 2024, under the chairmanship of Mr. Patrice TALON, President of the Republic. The following decisions were made:
I- Communications
I-1. Update of architectural and technical studies carried out as part of the extension of the Allada/Toffo/Zè zone hospital for the establishment of a burns unit.
These studies, initially conducted for the extension of the hospital, increased its capacity from 65 to 150 beds, including an additional six (6) beds for the Burns Unit and eight (8) for Traumatology.
However, due to serious accidents that occurred in our country during the year 2023 and caused severe burn cases, it seems appropriate to have a burns unit with a higher capacity and international standards. Therefore, it will be possible to treat a larger number of patients, if necessary.
It is also planned to resize the initial hospital extension project by updating architectural and technical studies. In this regard, sixteen (16) beds are planned for the burns unit and twelve (12) for Traumatology.
To capitalize on the work already done, the Council has agreed to contract with the same Japanese firm Architect Endo Takeshi, which had already conducted the initial studies.
I-2. Contracting for the execution, control, and monitoring of road rehabilitation or construction and asphalt works.
Continuing the implementation of the national road network densification and modernization program, the Government authorized the contracting with various groupings, firms, and companies, which cover several axes totaling approximately 332 km.
The works to be carried out will strengthen these infrastructures by adapting them to the increasing traffic volume, as well as improve transportation conditions for people and goods. The program includes:
– Construction and asphalting of roads: Dogbo-Lalo (21 km); Adjaha-Athiémé, including its ramps (70 km); Pénésoulou-Alédjo-Sèmèrè and the Alédjo-Akaradé-Frontière du Togo ramp (50 km); Kilibo-Ouèssè (25 km); Tanguiéta-Cobly (36.85 km) and Tiélé-Matéri (17.75 km); as well as the access road to the military barracks in Allada (4.941 km).
– Earthworks on the following sections: Klouékanmè-Agbangnizoun-Abomey (27.3 km) including the construction of a bridge in Ahogbèya; Ouèssè-Ansèkè (22 km); Glazoué-Wèdèmè-Lahotan-Logozohè (22 km) and Glazoué-Assanté-Aklamkpa (32 km); and the access road to the psychiatric hospital in Allada (2.736 km).
– Construction in peri-urban areas: 9 unibridge bridges; 16 pre-fabricated concrete culvert structures.
The ministers concerned are instructed to carry out the necessary steps to conclude contracts with the selected providers for the effective start of the works, as well as the execution of control and monitoring tasks in accordance with the specifications of the chosen firms.
I-3. Completion of additional detailed preliminary project studies and the development of tender documents for the Northern Bypass of Cotonou (CONOCO) project.
In order to reduce the social impact of this large-scale highway project, it is decided to reposition the connecting section initially planned to pass to the West of the Cotonou lagoon, instead of the East.
In addition, taking into account the new projected economic development hubs in the city of Abomey-Calavi, the Government has chosen to extend the main route of the bypass to the town of Akassato, whereas the initial limit of the project was the Kpota intersection. Despite this extended route, this intersection will be connected to the highway by a ramp.
Therefore, it has become necessary to update the project studies in accordance with this new route.
The selected firm will be tasked with completing, within 5 months: the complete technical studies at the detailed preliminary project level of the connecting section; the complete technical studies of the Kpota-Akassato section; the subdivision and phasing of the project into three lots and updating existing reports; and the development of tender documents for all lots.
II- Meetings and international events Under this section, the Council authorized:
– the organization of the 13th congress of the Benin Association of Anesthesiologists and Intensive Care Physicians in Cotonou from March 22 to 23, 2024;
– the organization of the First Global Dialogue on the 30th Anniversary of the International Conference on Population and Development program in Benin from April 1 to 5, 2024;
– Benin’s participation in the sixtieth International Art Biennale of Venice in Italy from April 20 to November 24, 2024.
III- Individual measures At the Ministry of Labor and Civil Service, and upon recommendation of the Minister, Mr. Comlan Jules YEHOUENOU has been appointed Deputy Director of the cabinet.
Furthermore, the following senior officers and generals have been promoted to various ranks:
– At the Ministry of National Defense:
Brigadier General Fructueux Candide Ahodégnon GBAGUIDI is promoted to Major General from March 1, 2024;
Air Division General: Bertin BADA is promoted to Air Brigade General from March 1, 2024;
Major General: Abou ISSA is promoted to Brigade General from April 1, 2024;
Rear Admiral for Captain of the Major Navy: Fernand Maxime AHOYO is promoted to Brigade General from April 1, 2024;
Major Colonel Abdul-Baki SANNI BACHABI is promoted to Brigade General from April 1, 2024.
– At the Ministry of the Interior and Public Security:
First Class Police Inspector General: Police Inspector General of the second class Soumaïla Allabi YAYA is promoted from March 1, 2024;
Inspector General of Police of the second class: Chief Police Major Controller Ahofodji Nazaire HOUNNONKPE is promoted from April 1, 2024.
