In response to a report of a “harasser and rapist unlike any other” by journalist Angela Kpéidja, the National Institute of Women launched a call for testimonies on Friday, March 15, 2024.
In a statement seen by BENIN WEB TV, the National Institute of Women (INF) promptly responded to the alert from journalist Angela Kpéidja about the actions of a “harasser and rapist unlike any other.”
“It has come to our attention that on a post dated March 13, 2024, Ms. Angela Kpéidja informed the public, on her Facebook page, about the actions of a ‘harasser and rapist unlike any other’,” reacted the INF.
Indeed, the elements reported by Angela Kpéidja, particularly the nature of the offenses denounced, have since put the National Institute of Women on high alert, whose mission is to promote women in political, economic, social, and cultural spheres, both in the public and private spheres, and to combat all forms of discrimination and violence against women.
A case was immediately opened against an unknown perpetrator by the INF. Subsequently, Angela Kpéidja was contacted by the INF, which expressed appreciation for her efforts to give a voice to victims of sexual and sexist violence, and requested the identity of the alleged harasser and rapist from her.
According to the statement seen by BENIN WEB TV, Angela Kpéidja was invited by the INF to provide any evidence she may have that could help support the case for legal action against the alleged harasser and rapist.
An appeal for testimonies launched
Through its statement, the National Institute of Women issued a call for testimonies so that anyone with information about the identity and actions of the alleged harasser and rapist could promptly communicate them to its competent services, particularly via the alert number: 51 07 88 88 (available on WhatsApp).
In its statement, the National Institute of Women reassured the women and men of Benin about its full commitment to uncovering the truth in this case. “In all forms of discrimination and violence against women in general, and sexual crimes in particular, our policy remains unchanged: Zero Tolerance,” it reassured.

As a reminder, in a post on her Facebook page on Wednesday, March 13, 2024, Angela Kpéidja did not hold back in vehemently denouncing an alleged “harasser and rapist” whom she claimed was unlike any other.
According to the author of the book “Bris de Silence,” the alleged “harasser and rapist unlike any other” was “fired because he was caught red-handed.”
“The case should not stain the high place of governance that employed him for 7 years. He therefore disguised his dismissal by talking about a ‘end of collaboration’,” she alerted. In her denunciation, Angela Kpéidja went as far as giving specific clues about the individual without actually naming him.
“This former digital communication officer, however, seems not to have learned his lesson. He continued his dirty work. His modus operandi is extraordinary. Hypnosis, drugs, charms, manipulation, and fraud, everything is there.
Among his victims are young girls looking for employment and married women who, of course, have chosen to remain silent. Worse, he has managed to infiltrate women’s homes!!! Discovered and dismissed, he is now trying to create more victims with job announcement bait…” explained Angela Kpéidja.
Furthermore, she intends to mention this alleged “harasser and rapist unlike any other” in the upcoming second volume of her book “Bris de Silence.” “In the meantime, be careful my daughters, my sisters!!! There are careerists in harassment and rape…” she warned.
This denunciation by Angela Kpéidja serves as an alert for the National Institute of Women (INF), which immediately launched a call for testimonies against an unknown perpetrator.
