Beyond military cooperation, France is known for providing financial assistance to strengthen its ties with African nations. A recent data analysis from the French Treasury conducted by Sika Finance reveals the extent of the debt of these countries to France.
In 2022, the total debt of African countries to France reached 17,062.6 million euros, or approximately 11,191.67 billion FCFA. This debt consists of official development assistance and commercial assistance, held directly by the French state and by financial structures such as the French Development Agency, BPI Export Guarantee (formerly Coface), and Natixis.
Among African countries, five stand out for their debt to France: Morocco leads the list with a debt of 3,105.63 million euros, constituting 18% of the total African debt to France. It is followed by Egypt with 1,583.60 million euros and Ivory Coast with 1,483.05 million euros. The structure of this debt includes official development assistance and commercial assistance held directly by the French state, as well as financial structures such as the French Development Agency, BPI Export Guarantee, and Natixis on behalf of France.
Other countries, such as Cameroon, Senegal, Tunisia, Kenya, Nigeria, and Gabon, are also among the most indebted to France.
As for the debt of the nations in the Franc Zone (UEMOA and CEMAC) to France, it reached 5.98 billion euros by the end of 2022, approximately 3,918.4 billion FCFA. UEMOA countries have a higher debt to France, totaling 3.73 billion euros, compared to 2.24 billion euros for CEMAC countries. Among the Franc Zone countries, Ivory Coast has the highest debt, followed by Senegal and Cameroon, with Mali and Benin ranking 7th and 9th respectively.
