The National Assembly approved, this Thursday, the Resolution Project on the appreciation of the General State Budget (OGE) Execution Balance Report for the third quarter of 2023. The Resolution Project was approved with 97 votes in favor, 71 against, and three abstentions during the 4th Extraordinary Plenary Meeting of the 2nd Legislative Session of the 5th Legislature.
The quarterly Execution Balance Report, which includes 18 recommendations to the Executive, found that during the third quarter of 2023, out of 164 municipal administrations, only 46 submitted the necessary financial statements.
The document points out that out of the 18 provinces of the country, only four (4) fully complied with the necessary financial statements, namely Cuanza-Norte, Huambo, Malange, and Namibe.
It also states that out of the 88 diplomatic and consular missions, only 23 submitted financial statements regularly, 36 irregularly, and 29 did not submit any statements. The Execution Balance Report of the 2023 OGE for the third quarter was submitted to the National Assembly on October 31, 2023 (within the deadlines provided by law).
The inflation rate for the period analyzed was 12.22 percent, above the 11.1 percent inflation rate set in the 2023 OGE. The oil sector recorded an average daily production of 1.12 million barrels, below the quota set in the 2023 OGE, estimated at 1.18 million barrels.
The average export price of a barrel of oil was USD 86.3 per barrel, representing an increase of USD 11.3 per barrel compared to the fiscal price of USD 75.00 set in the 2023 OGE. Diamond revenue collection reached a level of 13 percent and an increase of 33 percent compared to the third quarter of 2022, despite accounting for only 0.39 percent of total revenue.
On the other hand, revenue contributions from the oil sector were 51.26 percent, higher than the non-oil sector revenue contributions recorded at 40.58 percent. Current revenues collected in the amount of 3,359,229 million kwanza were higher than current expenses executed, evaluated at 1,958,189 million kwanza, meaning that the surplus of current revenues in the amount of 1,401,040 million kwanza was used to pay capital expenses.
In terms of expense execution by function, the Executive prioritized Public Debt operations with a participation rate of 43 percent, followed by the social sector at 23 percent, Defense, Security, and Public Order at 14 percent, and public services and the economic sector both at a participation rate of 10 percent.
Overall, expenses were executed in the central justice sector at 9.98 percent of the approved budget allocation during the third quarter of 2023. Captured allocations represented 29.47 percent of the approved expenditure.
The education sector saw the inclusion of 883,916 children in the pre-school education subsystem and primary schools, in response to measures to reduce school abandonment and increase the number of children in the education system. 18,634 scholarships were also awarded to primary school students from 62 schools in various municipalities in Luanda and Bengo as part of the Learning for All (PAT) Project.
Regarding the Local Development and Poverty Alleviation Program, 328,123 registered households were validated and enrolled in the Kwenda Program during the period analyzed, with 230,220 new households receiving payments, reaching 58% of the annual target of new payments for 2023.
The third quarter Execution Balance Report of the 2023 OGE was executed in a context of uncertainties in the national and international economic recovery, given the geopolitical situation that has led to a shock in the international oil market.
The General State Budget for the 2023 fiscal year estimates revenues and sets expenses at kwanza 20,104,207,404,872.00 (twenty trillion, one hundred and four billion, two hundred and seven million, four hundred and four thousand, eight hundred and seventy-two kwanzas).
Statements of vote: Aia Eza da Silva, an MPLA deputy, justified her vote in favor of the Resolution Project resulting from the appreciation of the OGE Execution Report for the third quarter of 2023, stating that the document meets the legal requirements established by parliamentary regulations and the OGE Law 15/10.
She clarified that assessing the accounts for quarterly budget execution leads to pertinent and punctual recommendations that should be applied in the present and future management of the OGE. On the other hand, the UNITA parliamentary group said they voted against the document “because most budget units did not submit accounts, and consequently, no one was held politically, financially, disciplinarily, civilly, or criminally responsible.”
