The Angolan Secretary of State for the Environment, Paula Coelho, expressed today the interest of Angola in benefiting from Cape Verde’s experience with the climate finance monitoring mechanism.
Paula Coelho, speaking on the sidelines of the VII Face-to-Face Seminar of the Lusophone Nucleus in Luanda, which runs until Friday, December 12, said that Angola does not yet have this tool like Cape Verde, with discussions on climate change convention focusing heavily on the implementation of verification and control mechanisms.
The Angolan government official mentioned that the Lusophone community feels the need for better alignment among themselves, to take advantage of each other’s experiences, to learn from each other, and to draw lessons.
The Secretary of State for Climate Action and Sustainable Development advocated for the involvement of central banks in climate issues.
“We must look at sustainable finances in a more holistic way, create intersectoral protocols,” she said, adding that they would support the existing protocols between the member states of the community.
According to Paula Coelho, the meeting aims for alignment, especially in the biennial reports and to make known the goals that each country has achieved so far.
In this seminar, Angola intends to share its experience on setting a “more ambitious” goal related to decarbonization, in some sectors that have already made progress, such as transportation, energy, water, and oil, the official said.
The meeting aims to promote sharing among Lusophone countries and to increase the capacity for a timely and efficient response to the results of the Global Stocktake (a United Nations transparency mechanism for evaluating and monitoring the goals of the Paris Agreement).
The Lusophone Nucleus was created in November 2016 to promote the exchange of experiences among Portuguese-speaking countries and strengthen the capacities to meet the communication and transparency obligations included in the United Nations Framework Convention on Climate Change under the Paris Agreement.
