Angola: AN votes Quarterly Execution Report of the 2023 State Budget

The Execution Balance Report of the General State Budget (OGE), for the III quarter of 2023, will be voted on Wednesday (28) at the Plenary Meeting of the National Assembly (AN). The joint opinion report of the document, recently approved by the specialized committees of Parliament, with 26 in favor, 09 against, and one abstention, found that during the III quarter of 2023, out of the 164 municipal administrations, only 46 submitted the necessary financial statements.

The joint opinion report, which includes 18 recommendations to the Executive, points out that out of the 18 provinces of the country, only four fully complied with the necessary financial statements, namely those of Cuanza-Norte, Huambo, Malanje, and Namibe. It also states that out of the 88 diplomatic and consular missions, only 23 submitted accounts regularly, 36 submitted accounts irregularly, and 29 did not submit accounts.

The Execution Balance Report of the OGE for 2023 was submitted to the National Assembly on October 31, 2023 (within the deadlines provided by law). The inflation rate for the period under review was 12.22 percent, above the inflation rate of 11.1 percent defined in the OGE of 2023. The average daily production of 1.12 million barrels, was below the quota set in the OGE of 2023, estimated at 1.18 million barrels.

The average export price of a barrel of oil was USD 86.3 per barrel, representing an increase of USD 11.3 per barrel compared to the fiscal price of USD 75.00 defined in the OGE of 2023. Diamond revenue recorded a collection rate of 13 percent and an increase of 33 percent compared to the III quarter of 2022, despite having a participation rate of 0.39 percent of total revenue.

The Execution Balance Report of the III quarter of the OGE-2023 was carried out in a context of uncertainties regarding the recovery of the national and international economy, given the maintenance of the geopolitical situation, which has induced a shock in the supply of the price of a barrel of oil in the international market.

The General State Budget for the Economic Exercise of 2023 estimates revenues and fixes expenses in the amount of kz 20,104,207,404,872.00 (twenty trillion, one hundred and four billion, two hundred and seven million, four hundred and four thousand, eight hundred and seventy-two Kwanzas).
