ALGER, April 18, 2024 – The Minister of Labor, Employment and Social Security, Mr. Fayçal Bentaleb, presided over the launch ceremony of the virtual Chifa card, named “e-Chifa.”

This new dematerialized version of the Chifa card, which is part of the digitization of social security services, allows social security beneficiaries to request and obtain their Chifa card online, without having to go to the offices of the National Social Security Fund (CNAS).

The minister specified that the card initially targets university students as a prime digital environment. He also indicated that the digital version of the Chifa card can be obtained through the “HANA” mobile application after verification of the provided information.

The “e-Chifa” card eliminates the need for usual updates as it is accessible via the phone. Additionally, the digital version of the Chifa card complies with regulations regarding the protection of personal data.

Mr. Bentaleb added that the “e-Chifa” card ensures quick coverage of the needs and services offered by the Chifa card. It also contributes to promoting social justice for citizens and will be added as a key element of the strategic plan.

In the same context, the digital card allows access to the services of nearly 18,000 contracted healthcare professionals. This card also enables digital identification and authentication through the data it contains, based on a QR code that is remotely verified with the Fund’s databases after entering the cardholder’s PIN.

Digital Chifa card: 5 provinces go virtual
The digital version of the Chifa card complies with regulations on the protection of personal data. Indeed, only the necessary data for providing social security benefits are transmitted to healthcare professionals.

These include identity information such as name, first name, date of birth, social security number, and national identification number, as well as technical data enabling electronic signature.

Among the advantages of this e-Chifa card, Bentaleb adds, are the elimination of card updates, availability of the card on smartphone, which eliminates problems of forgetting or losing the card, reducing risks of fraud, and finally, complete digitization of exchanges between stakeholders throughout the beneficiary’s healthcare journey.

A pilot phase will be conducted in five provinces: Algiers, Blida, Boumerdès, Mostaganem, and Sétif. This experimentation will evaluate the functioning of the card and identify any potential issues before its national deployment.

In summary, this dematerialized card offers the following advantages:

– No need to travel to renew the Chifa card
– The card is always available on the smartphone
– Reduction of risks of loss or theft of the physical card
– Data security through a reinforced authentication system

The success of this new card will depend on the mobilization of social security beneficiaries and healthcare professionals.
