Last Thursday, the Minister of Housing, Urbanism and the City, Mr. Mohamed Tarek Belaribi, made an important announcement that marks a turning point in housing policy in Algeria. During a public session at the Council of the Nation dedicated to oral questions, the minister revealed the preparations underway for the launch of the new rent-to-own housing program, known as “AADL 3.”
This ambitious program aims to meet the growing demand for housing across the country by proactively identifying the land that will accommodate these future housing projects nationwide.
The minister emphasized the proactive approach taken to implement this program, with a prior identification of suitable lands to ensure an effective start to registrations before the end of the current semester.
Furthermore, Mr. Belaribi specifically mentioned efforts to meet the needs of municipalities in Bouira in terms of urban improvement and the use of low-yield lands. In this context, it was announced that a 15-hectare plot of land has been designated for the construction of over 2000 housing units as part of the “AADL 3” program.
Reforms and regulations in the urban planning sector
Minister Belaribi also addressed several crucial aspects of regulation and reform in the urban planning sector. One of the key measures facilitating compliance and completion of building facades is the implementation of Law 15-08, which allows citizens to finalize facades without prior building permits. This measure significantly simplifies administrative procedures for owners and contributes to improving urban aesthetics.
Furthermore, in order to combat illegal construction, the ministry is working on the development of a new urban planning law aimed at establishing modern standards that meet the aspirations of higher authorities and Algerian citizens. This new regulatory framework aims to strengthen urban planning police, responsible for ensuring strict enforcement of laws in the field of urban planning, under the current Law 08-15.
The minister revealed that, as part of these efforts, 1649 professional cards have been issued to urban inspectors and qualified agents, including 400 in 2023. Additionally, during the same year, 20,919 violation reports were written, highlighting the ministry’s commitment to enforcing regulations.
